Jocquenes Sims graduated with a Master of Arts in United Nations and Global Policy Studies (UNMA) in October 2024. He earned a Bachelor of Arts in Political Science, minoring in Critical Intelligence Studies, also from Rutgers in 2023. The highlight of his time at Rutgers was his role as a campaign intern for Congressman Frank Pallone during his run for an eighteenth term in the United States (U.S.) House of Representatives.
A U.S. Marine Corps veteran, Jocque has several years of professional experience in both the military and civilian government sectors. He currently works as a human resource manager for the City of Philadelphia’s Water Department. Before this, he worked in an administrative support role for the U.S. Census Bureau. He is pursuing a Master of Science in Management of Information Systems, with a focus on Information Technology Auditing and Cybersecurity (ITACS) at the Fox School of Business at Temple University, and upon completion, plans to remain with the City of Philadelphia while pursuing an Executive Doctorate in Business Administration (DBA) at Temple University, preparing for C-suite roles in the public sector.
His research interests encompass strategic leadership, evidence-based decision-making, and innovative management practices aimed at addressing digital transformation in public administration, cybersecurity in public sector organizations, crisis management and resilience, as well as ethical governance, compliance, and accountability. Outside of academia, Jocque’s a literary enthusiast who enjoys visiting art museums, enjoying peaceful beach sunsights, participating in physical fitness training, and gaming.
