In the summer of 2021, Joseph worked as a Research Fellow with the National Intelligence University through the IC CAE program. As a Fellow, Joseph researched the reemergence of the Islamic State during the COVID pandemic and worked on a project that focused on reimaging counterterrorism. He worked in a small team to develop and write a monograph for the NI Press under the guidance of Dr. Stacey Pollard. Joseph’s section of the monograph specifically focused on how to combat the Islamic State’s state-making efforts, and radicalization in general, by empowering local populations, generating civic engagement and a vibrant civil society and reasserting the legitimacy of state institutions. This experience strengthened Joseph’s research skills and exposed him to the realm of counterterrorism analysis and intelligence research.
