Research

Bailey is writing her dissertation on the history and development of correctional education in the United States (1930-2008). Her project is based on her collection of over 10,000 archival documents drawn primarily from the National Archives, three state correctional school systems, and the papers of penologist Austin H. MacCormick. Sources include prison schools' publications, bureaucratic correspondence, and professional publications. Specifically, she explores the counter-intuitive persistence and growth of educational programming in prisons during the carceral era and the role correctional educators play as prison bureaucratic constituencies at the crossroads of punitive and social welfare policymaking.
