Synopsis: This course deals with the nature of the U.S. Congress as a political and legislative institution. It focuses on the contribution Congress makes to the policy-making process, and its members relationships with their constituencies and with one another. Attention is also given to the leadership structure, the committee system, and the role of interest groups and the media. Concluding classes deal with congressional recruitment and elections, and proposals for institutional change.
